MELBOURNE, Aug 1 AAP - A test case in the Federal Court will determine whether a woman
can sue for being exposed to male colleagues viewing computer pornography at work.

Air traffic controller Kirsty Fletcher alleges she was subjected to bullying and sex
discrimination by Airservices Australia (ASA) in proceedings lodged in the Federal Court
in Melbourne.

The matter was listed for a preliminary directions hearing on Monday.

Part of the case will determine whether a woman can sue under the Federal Sex Discrimination
Act when she has been exposed to male colleagues viewing computer pornography at work.

The law firm representing her, Maurice Blackburn, is seeking access to a large volume
of material, including pornography.

It alleges a "substantial" amount of pornographic material was stored on the computer
system of the government-owned organisation and that an ASA manager distributed it to
other managers and staff regularly for years.

"Our client was exposed to pornographic sexual images while at work. We believe that
by allowing this to occur, Air Services breached the Federal Sex Discrimination Act,"

Maurice Blackburn principal Josh Bornstein said in a statement.

Mr Bornstein said women exposed to pornographic posters at work could pursue claims
of unlawful discrimination and it should be no different where the images are displayed
on staff computer screens.

ASA has rejected any claims the workplace behaviour alleged is widespread within Airservices,
saying it had strong policies to deal with harassment and bullying.

"Far from taking no action on Ms Fletcher's claims, Airservices has taken definite
steps to address her concerns," it said in a statement.

"In fact, the individual allegedly responsible for this behaviour no longer works with
Airservices."

"We do not tolerate the alleged behaviour at the centre of these claims."

The organisation said it remained open to settling the case and made the offer to the
court again on Monday.

Repeated efforts to mediate the case have failed.

ASA said it terminated Ms Fletcher's employment in July 2011 due to an "irretrievable breakdown".

Justice Anthony North adjourned the case for a further directions hearing on October 13.

Eutelsat Communications announced a new contract between its Skylogic broadband subsidiary and the French Internet service provider Sat2Way for distribution, from mid-2011, of the Tooway new- generation broadband service on the KA-SAT satellite.

According to a release, the four-year contract, worth an initial EUR4 million, allows Sat2Way to offer a range of Tooway packages with broadband speeds of up to 10 Mbps.
Stephane Ruelle, founder of Sat2Way, said: "We have consistently believed in the market for satellite Internet and are convinced that consumer broadband services using Ka-band frequencies represent a compelling offer. Sat2Way selected Tooway as soon as it was available because Skylogic proposed a long-term strategy, using HOT BIRD 6 in advance of KA-SAT. The economic model of KA-SAT now positions us to offer a highly competitive range of broadband services to consumers in France, Belgium, and Spain who are unable to access the Internet via terrestrial networks."

Arduino Patacchini, CEO of Skylogic said: "We are delighted with the extension of our commercial agreement with Sat2Way, a longstanding partner and one of the top 10 distributors of Tooway in Europe. This new contract, and the interest that our new service is already generating, is further proof of the demand for competitive, high speed satellite broadband services across Europe, and the viability of our KA-SAT program."

Sat2way specializes in the distribution of high-speed satellite Internet access packages in France and Europe.

CANBERRA, Dec 15 AAP - Hundreds of workers have rallied across the country in support
of the Australian Service Union's test case for equal pay under Labor's new workplace
laws.

Community sector workers are now taking their fight for equal pay to the states and
employers, after the federal government retracted its concerns that a pay hike would be
too costly for its budget.

The union is seeking a pay increase of up to 50 per cent for the female-dominated social
and community sectors, most of which is government funded.

The union had threatened to strike on Wednesday after the federal government released
its submission to Fair Work Australia citing budgetary concerns.

But the strike was called off this week when Workplace Relations Minister Chris Evans
wrote to the union stating support for the case.

"The submission does not assert that FWA should not award or discount equal remuneration
because of the potential impact of the Commonwealth," the letter read.

It acknowledged allowances - including salary sacrificing - did not make up for low
wages and disagreed wages should be determined by collective bargaining, as argued by
some employer groups.

Senator Evans also committed to working with the sector and state and territory governments
to solve funding problems that could arise from the decision.

ASU rally organiser Naomi Arrowsmith told a crowd of about 200 workers gathered in
Canberra the government's clarification represented a "huge backdown".

"We have shown that if you get in our way we will run you down," she told the rally,
noting that federal MPs had been inundated with angry letters over its submission.

The union's attention now turns to state and territory governments - who employ large
numbers of community workers - and employer groups opposed to the case.

The Australian Council of Social Service welcomed the federal government's altered
position but remains concerned services may be cut.

"We are still looking for a clear commitment that the commonwealth will fully fund
organisations affected by the decision, to ensure wages are paid without a reduction in
services to the community," ACOSS CEO Dr Cassandra Goldie told AAP.

Paula McGrady, who works at a Canberra women's refuge, says the loss of services such
as the one she works at would be devastating.

"Our job is helping people in crisis, and if there wasn't a service like ours ... what
would the community do?" she said.

The 44-year-old is often on call 24 hours a day, including public holidays, and admits
she has thought about leaving because of the poor pay.

"But I actually really love what I do, which is why I've stayed for so long."

A final determination by FWA on the case is expected after April next year.

NSW:Man arrested over stabbing

SYDNEY, Aug 8 AAP - A young man has been arrested over the early-morning stabbing and
glassing of another man in Sydney's southwest.

A 25-year-old male was walking with three women along Macquarie Street in Liverpool,
about 3.30am (AEST) on Sunday, when he became involved in fight with two other men.

Police say one of the alleged offenders stabbed the victim in the abdomen and the other
struck him over the head with a glass bottle.

He collapsed and the two men attempted to flee the area but patrolling police arrested
a 21-year-old man nearby.

The injured man was treated at the scene by paramedics and rushed to Liverpool Hospital
in a serious condition.

He was expected to undergo surgery. Police are questioning the man in custody.

Vic: Police wait for father who lost whole family to recover

MELBOURNE, Aug 17 AAP - Police are yet to speak to a 31-year-old man who is recovering
in hospital after a house fire at the weekend in which his wife and four young children
died.

Aaron Holloway survived the blaze by escaping through the front door of his home at
Clifton Springs, southwest of Melbourne.

However his four children - Brodie, two, Thomas, 18 months, and twins son Cooper and
daughter Mackenzie, both three months - all died with their mother, Ashlee, aged 24, in
the blaze.

It is believed Mr Holloway, a mechanic, jumped through a window to try to reach his
family but was driven back by the flames.

"(Arson squad) investigators plan to speak to him in the next couple of days," police
spokeswoman Sergeant Sharon Darcy said.

She said investigators did not consider the cause of the fire to be suspicious but
were still investigating.

Mr Holloway underwent surgery in Geelong Hospital after suffering burns, abrasions
and smoke inhalation and police will speak to him when he has had enough time to recover.

Emergency services were called to the Jetty Road home about 2.30am (AEST) on Sunday
and found the property engulfed in flames.

The fire completely gutted the home and severely damaged a neighbouring property.

BRISBANE, April 29 AAP - The Queensland government has delayed a decision on Brisbane's
multi-billion-dollar North Bank development until September, almost six years after it
was first proposed.

In October 2002, the state government invited development submissions for the site
on the Brisbane River now dominated by the Riverside Expressway.

Multiplex was chosen last year in a competitive process as the preferred developer
for North Bank - a $1.7 billion project combining residential and commercial buildings
with public space, likened to Sydney's Darling Harbour.

The proposal was universally unpopular, with concerns raised about the height of its
buildings, its reach into the river and potential flood risks.

Premier Anna Bligh today told state parliament the government would enter a five-month
process of Enquiry by Design (Enquiry by Design) to find a better solution.

Experts in design, construction and other stakeholders would workshop the development
at no cost to taxpayers, she said.

Ms Bligh defended the protracted process, saying it would bring the "next evolution"

of North Bank.

"This is not about ditching North Bank. This is about getting North Bank right," she
told reporters in Brisbane today.

"And, if that takes a bit longer, then that's a good thing.

"This (riverside area) has been an eyesore for more than three decades - if it takes
another three months to get the best outcome for the people of Brisbane, then we should
do it."

Ms Bligh said Multiplex could withdraw its commitment to the project if it wished,
as it had not entered into a contract with the government.

Opposition Leader Lawrence Springborg said the government should start from scratch,
opening the project to other developers.

Mr Springborg described the proposal as "Godzilla on the river", and said Multiplex
was as much to blame as the government.

"If there's no contract, it should be reopened, and you've really got to ask why there
is such a connection then between this government and Multiplex," Mr Springborg told reporters
in Brisbane today.

"You surely cannot have confidence in a process where the government's promised to
deliver something, the preferred developer hasn't delivered it within the satisfaction
of people in this city, and then saying you're going to do it with the same parties all
over again."

A Multiplex spokesman said the company would continue to cooperate with the government.

"As it has done to date, Brookfield Multiplex - in its position as preferred developer
of North Bank - is committed to continuing to work with the Queensland government to achieve
the government's objectives for the project," the spokesman said.

SYDNEY, Dec 27 AAP - Fatal crashes in southern NSW have claimed two more lives, bringing
the state's Christmas holiday road toll to five.

Two cars travelling in opposite directions collided about 6.30pm (AEDT) yesterday on
the Kings Highway between Bungendore and Braidwood, east of Queanbeyan.

The 54-year-old male driver of a Volvo was trapped in the wreckage for about three
hours and died in Canberra Hospital about 11pm.

His wife was travelling in the front passenger seat and remains in hospital with facial
wounds and rib injuries.

The occupants of the other car were taken by ambulance to hospital with minor injuries.

In a separate crash at Unanderra, south of Wollongong, a motorcyclist died after losing
control of his bike and crashing into a road barrier about 5pm yesterday.

The 35-year-old was airlifted to St George Hospital but died shortly before 9pm.

About 5pm yesterday, a 43-year-old Wyee man died after his utility collided with a
car travelling in the opposite direction on Budgewoi Road at Noraville, on the state's
Central Coast.

The man died at the scene of the crash.

Police suspect alcohol was a factor in the collision, adding that the utility had crossed
to the wrong side of the road just before the smash.

Two people died in separate road crashes on Friday at Holbrook and Coffs Harbour.

SYDNEY, Dec 2 AAP - Fire crews have evacuated 50 people from a train platform at Central
Station in Sydney.

An electrical fire continues to burn on adjacent platforms 24 and 25, which service
the eastern suburbs line, after an electricity substation on the platform caught fire.

Three fire crews are waiting at the station for CityRail technicians to cut power to
the substation before attempting to put it out.

It is not known yet what caused the fire.

"Our guys won't touch a substation until they can guarantee that it's been turned off,"

a NSW Fire Brigades spokesman said.

"Until the arrival of CityRail electricians to isolate the power it will just continue to burn."

Smoke has spread through the area but none of the evacuees were treated for smoke inhalation
or other injuries.

Trains due to arrive at the platforms have been suspended until further notice.

Egypt's budding entrepreneurs get boost from US.(World)

Sitting in the banquet hall of a luxurious hotel on the banks of the Nile, Mohammed Kamal rattles off his ideas for new mobile phone applications. Among them: an app that will diminish Cairo's suffocating traffic and reduce government spending on fuel in the post-Mubarak Egypt.

"I think I just need to play my cards right," says the aspiring entrepreneur, sporting a striped shirt and khakis.

The young Egyptian software developer is a participant in this week's NexGen IT Entrepreneurs Boot Camp, a five-day training event to help budding Internet technology businesses. It is part of a broader American initiative to help develop Egypt's economy, particularly in the wake of the Feb. 11 revolution that ousted Hosni Mubarak.

US senators John Kerry (D) of Massachusetts and John McCain (R) of Arizona visited Cairo this weekend to underscore US support for economic and democratic reform, saying that it can help Egypt's revolution succeed.

"It's our hope that by providing for the economic future and well being of the people of Egypt that we will, all of us, be able to move more effectively down that road to peace," said Senator Kerry, adding that such reforms ultimately serve America's security interests.

The US has provided more than $50 billion dollars to Egypt since 1975, or an average of $1.38 billion per year - much of which has gone to military assistance. Since Mubarak's fall, a modest $150 million has been redirected to help with economic recovery and the transition to a more democratic state.

"We're providing grants to Egyptian and American entities for democracy and civil society, and for job training and job creation - those type of activities," says a US official in Cairo, who declined to give further details about which programs have already been implemented.

'Boot camp' aims to help Egyptians build large firms

The goal of this week's entrepreneurial Boot Camp is to help Egyptians expand their ideas and form companies that create substantive amounts of jobs - a process experts say is little known among Egypt's small-business community.

The Boot Camp is sponsored by State Department's Global Entrepreneurship Program and the United States Agency for International Development (USAID) in cooperation with Denmark. It was planned well before the Arab Spring in line with objectives outlined in President Obama's "A New Beginning" speech in Cairo in 2009. But the event is capitalizing on the spirit of the recent uprising as people see an increased opportunity to forge their own bold paths.

"I think if we get them some infrastructure - mentoring, financing, and education [about how to formally create businesses] - some of the next big ideas will be coming out of Egypt," says Jeff Hoffman, an American entrepreneur who is mentoring participants this week.

The Boot Camp will end in a final competition between its 46 participants. They range from Sarah Hamdi, who currently works as an assistant for a business development executive but wants to create an app that connects people to their nearest hospital, to college student Hady Ahmed Fathy, who has dreams of launching a Web service to improve communication between Web designers and their clients.

Winners will receive training in the US or Denmark, and participate in Egypt's Technology Innovation and Entrepreneurship Centre Incubation Program. The center is a collaborating partner in the event and is affiliated with the Egyptian government.

'We want development in other areas'

The Boot Camp is just one example of USAID funding at work.

Another beneficiary of USAID is farmer Mohammad Abdel Wahab, whose crop yield has doubled since he began receiving training and his profits increased by one quarter.

He has been working with Washington-based nonprofit organization ACDI/VOCI, which has received $7 million in USAID funding to train, advise, and technically assist Egyptian farmers over a five-year period starting in 2008.

But while he has benefited from USAID, he says it isn't enough. From inconsistent water supplies, to poor education, to lack of knowledge about how to manage their livestock, problems in his hometown abound. He has been advising others in his area, and estimates that the ripple-effect of his instruction has helped nearly 300 farmers in his village. But agriculture development is only one small aspect of a slew of problems that need attention.

"We want development in other areas, and have real projects be implemented, not just talks," says Ibrahim Ahmed Aslan, who grows squash and tomatoes. "We are improving, but it's a slow process."

Egyptian empowerment

The US has also voiced support for democratic change.

But such support is controversial, given the US backing of Mubarak's autocratic rule for nearly 30 years. The revolution gave Egyptians a sense of empowerment and self-determination that has increased resistance to outside help.

Senators McCain and Kerry recommended to the head of Egypt's military council, Field Marshal Hussein Tantawi, that international observers monitor the upcoming voting process, and that third-party institutions assist with party organization and voter identification.

President and CEO Bill Sweeney of the International Foundation for Electoral System (IFES), a nonprofit that receives USAID funding to help emerging democracies meet world voting standards, says international organizations are currently waiting for official invitations from the Egyptian government to assist in upcoming parliamentary and presidential elections, set to begin this fall.

He says IFES is currently running education sessions for judges and judicial staff who will be involved in Egypt's elections and that they are currently in talks with the foreign, interior, and justice ministries regarding assistance.

Many Egyptians say substantive economic and democratic reforms have yet to be made in the post-Mubarak era.

Mr. Kamal, however, is looking toward his fellow Egyptians to bring about real change. He is confident that some of his own ideas will ultimately help improve the economy, and speaks for many when he says, "I think Egyptians believe they are the ones who should do something for the country, not the president of the United States."

Obsidian PR and Research Dynamics Unveil Results of Mid-South Social Media Survey.

Survey thought to be first-ever on local social media trends

MEMPHIS, Tenn. -- Memphis-based Obsidian Public Relations in partnership with Research Dynamics, Inc. today announced the companies have conducted what's thought to be the first-ever quantitative survey on Mid-South social media trends.

The telephone survey was conducted between May 2 and 12, 2011, and included 202 participants. To qualify for the survey, each participant had to indicate he/she used social media within the last two weeks. "Social media has generated a lot of conversation among consumers and businesses alike over the past couple of years," said Courtney Liebenrood Ellett, founder and owner of Obsidian PR. Some findings mirror what's happening on the national social media scene. The research also shows the Mid-South is ahead of the curve on some social media trends, yet quite behind on others.

What is the problem?

Neuroscience has come a long way in the past three decades, yet the ultimate object of research -- the human brain -- manages to defy our careful ministrations and attention. With some 50-100 billion neurons, the complexity of our brain continues to largely baffle the research community, which is now turning to the power of ICT as the key to progress.

Supercomputers come in different forms, but they are the largest, fastest or most powerful computers available. Many of today's supercomputing solutions actually cluster or harness the power of numerous computers, linking them together to make them more powerful, so they can tackle data and processing heavy jobs like quantum physics, climate research, genomics and of course brain research.

Only through the incredible capacity of supercomputers to perform billions of simultaneous calculations can brain scientists hope to discover --and then exploit -- exactly what goes on inside our heads.

The HBP solution?

The proposed HBP flagship intends to build the necessary informatics, modelling and supercomputing infrastructure which will be required to perform unprecedented simulations of the human brain. But this ambitious aim will require a highly interdisciplinary and coordinated research effort. Research will be required in a wide variety of areas including high-performance computing, neuro-morphic computing (emulating brain circuitry to perform complex calculations), brain-machine interfaces and robotics.

The work of these different collaborative groups will be brought together in the proposed Facility for Brain Simulation which will be located at the Ecole Polytechnique Federale de Lausanne in Switzerland.

This facility will create numerous models based on the work of flagship teams and analyse their output. It will also create and manage an internet-accessible 'simulation cockpit', through which researchers from all over world would be able to conduct in silico experiments and interact collaboratively with data, models and simulations.

What can Europe expect to gain?

The human brain has capabilities unmatched by current computing systems. It is a very fast, massively parallel, distributed machine with negligible energy consumption (just 20-30 watts). It is resilient to damage; it can categorise patterns in rapidly varying noisy data; it can learn and adapt; it can predict the consequences of its own behaviour and that of other intelligent agents; it can think, express itself in language, and understand or learn the language of others. Information and communications technology with only a fraction of these capabilities would transform 21st century science, technology and indeed the social fabric.

'Zero-power intelligent autonomous systems-of-systems' (Guardian Angels)

What is the problem?

Smart sensor and control technologies are all around us, from home heating thermostats to active car safety features. Technology plays the role of guardian angel, helping us from our infancy to old age in complex or dangerous situations and environments.

These mostly tiny and embedded sensing, computation and communication technologies are often required to work indefinitely or in portable devices. But a perennial problem raises its head with all electronics: how can we power these little sensors?

The Guardian Angel solution?

The simple answer to the big 'power-supply' question on which this project is based isthat we don't power them but rather that they take care of themselves. Guardian angel technologies must be zero-power. In other words, they must have the ability to extract energy from their immediate environment, wherever they happen to be. A Guardian Angels flagship would provide the coordination and impetus across Europe for researchers to work together on energy harvesting systems. They would develop disruptive materials and devices to reduce the energy consumption of computational components and also harvest solar and thermal energy and generate power using vibrations and electromagnetic waves.

The scientists would also explore new bio-inspired energy production, for example synthetic photosynthesis. The overarching aim of the flagship would be to create new low-energy nano-electronics and systems which could scavenge energies of tens of mW per cm2 (or per mm3), far beyond what has been achieved with today's technologies.

What can Europe expect to gain?

We are quite used to plugging in our computers, and regularly charging our mobile phones; electronic devices depend largely on traditional electrical energy sources, whether supplied by the mains or batteries. There is a huge market for zero-power devices, for portable gadgets, wearable health monitors and critical safety technologies which must have uninterrupted power. The scope of zero power technology is hard to quantify, but should usher in a new era of autonomous 'guardian angel' systems which will become our revolutionary, smart companions, improving many aspects of our lives: our health, our safety and even our relationships.

They will work alongside us at home, at work, in factories and hospitals. But before these robots can be given such responsibilities they must acquire the necessary skills to interact with us physically, emotionally, socially, and above all safely.

The RoboCom solution?

A RoboCom flagship would bring together scientists from the information, communication and robotics technology communities to combine their expertise and begin to integrate all the components necessary for building safe, interactive robot companions. What is the problem?

It is easy to believe in the inevitability of advances in ICT. Microchips, mobile phones, the internet all stemmed from research and transformed society. But technology research, development and uptake do not occur in a vacuum. They all occur within a social context, but still little is understood about how society influences the direction and speed of technological change. Today, the ICT industry forges ahead and promises that technology will be at the heart of our future sustainable world. But should we not find out more about how that world may tick?

The FuturICT solution?

One of the greatest challenges for scientists today is to reveal the hidden laws and processes which bind people together and make societies work -- at local, national and global scales. For it is only by understanding people and how they interact with one another that we can really get a full sense of the drivers and barriers to scientific and technological developments. Today we hear a lot about the increasing need for more robust, trustworthy and adaptive ICT, but how and where will they work, what does society want out of such advances?

The proposed FuturICT flagship seeks to integrate ICT, 'complexity science' and the social sciences to facilitate a symbiotic co-evolution of ICT and society. Building on the globe-spanning ICT system, FuturICT will establish a 'nervous system' of society providing data to facilitate social awareness and new models of techno-socio-economic systems. In turn, insight from these models will inform the development of a new generation of socially adaptive, self-organised ICT systems.

FuturICT intends to turn the massive quantity of social data into knowledge and technological progress. It will collect and analyse a mass of information from dynamic data sources, ranging from crowd sourced sensor information through digital media, social networks and blogs, to public infrastructure. This data could be used to assess shifts in collective opinions and social attitudes, changes in consumer behaviour, emergence of tensions in communities, demographics, migration, mobility patterns, or health trends.

In particular, the flagship proposes to build a sophisticated social simulation, visualisation and participation platform, known as the Living Earth Platform. This platform will model societies and could be used by policy-makers and citizens, for example to detect and mitigate crises, and identify areas for targeted technological development.

The FuturICT project would be the first large-scale research project worldwide to foster the scientific and ICT breakthroughs needed to address the challenges of humanity in the 21st century, from financial, economic and social instability to crime and conflict. IT gives medicine the personal touch: 'Modelling in health and medicine' (ITFoM)

What is the problem?

In the past, advances in ICT was primarily driven by the demands of 'large' physics (like CERN spawning the web) and the need for big business applications including multimedia entertainment platforms. Medicine has greatly benefited from these developments, but only played a minor role in shaping the R&D agenda. But this is about to change; the arrival of new, data-rich, individualised medicine calls for intensive data analysis and modelling technologies likely to surpass the limits of today's ICT capacity -- each individual is made up of 100 trillion cells, each containing 30 000 genes. The future of medicine depends on the development of radical new data integration and ICT infrastructures.

The ITFoM solution?

Europe needs to set the stage for this information focused medicine of the future. The ITFoM flagship would develop novel workflows and ICT architectures that would make all relevant genomic and clinical information accessible to the patient and their doctor along with imaging, pathological, environmental and individual patient histories. These zetabytes of data would then enable better medical understanding by revealing pathological patterns, and would power individualised patient models to help doctors deliver better diagnoses and treatment.

A key challenge in this process will be to develop and deploy standardised interfaces for different data sets and suppliers, as well as sophisticated modelling tools. An important task for ITFoM would be to generate procedures to facilitate data integration and data access via the web or specialised networks. Researchers also need to find new ways to handle the massive data files that individualised medicine will soon generate (an entire human genome, which could soon be sequenced in just a few hours, is about six gigabytes of data).

What can Europe expect to gain?

We are entering a new era of medicine and with the supporting ICT systems, citizens will benefit from bespoke treatments and regimes, optimised to fit their individual metabolism, environment and genetic make-up. This new information-intensive healthcare will offer more specific and better tested treatment, enable preventive medicine, and improve clinical outcomes whilst reducing the costs of medical treatments. Furthermore, the technological advances required for individualised medicine will increasingly influence the wider ICT field and benefit many other areas.

LONDON - Every household in Beijing will have access to high-speed internet by 2008 as part of the network development for the Olympiad, as a new report by Point Topic reveals. The Games, to be held in the capital city of China, are driving a major broadband expansion programme by telco China Netcom, appointed to be the exclusive fixed-line service provider for the 2008 Olympiad.

China Netcom is responsible for providing fixed-line, broadband and network infrastructure for 35 Olympic venues (32 of them in Beijing), as well as HDTV broadcast for the Games. Earlier this year, Netcom conducted a HDTV trial over a submarine cable as part of the scheduled network development for the event. Its partner BOB (Beijing Olympic Broadcast) predicts that 4 to 6 billion people will be watching the broadcasting during the Olympics.

By June 2006, the operator had 85,800 IPTV subscribers, an increase of 48.1% from Q1. China is expected to become the world's largest IPTV subscriber market by 2008, with various reports estimating a number between 5 and 12 million customers.

The total number of broadband subscribers in the country reached 48.5 million in September, with DSL lines accounted for 71% of all active broadband lines. As of Sep 2006, the overall broadband penetration rate stood at 3.7% - an increased of 1% compared to September 2005.

Another area benefiting from the investments for the Olympiad is mobile telephony. China Mobile, one of the largest operators in the country, is the official mobile communication service provider for the Games. It will supply 3G high-speed data service to support high-definition audio and video broadcast over mobile phones during the event.

"The long awaiting 3G TD-SCDMA is finally taking off in China after a successful field trial carried out in five provinces in July", points out Point Topic's analyst Vince Chook. "The home-grown TD-SCDMA technology, built directly on a development of GSM, is certainly gaining ground. And it's making an impact on the global 3G market, due to its relatively low cost in upgrading from existing GSM infrastructures", he says.

Sistema Initiates Consolidation of Its Fixed Line Telecoms Businesses.

MOSCOW -- Sistema (LSE:SSA), the largest private sector consumer services company in Russia and the CIS, announced today that it intends to restructure its fixed line telecommunications businesses as follows:

--Sistema's fixed-line telecommunications assets will be consolidated under Comstar UTS, a leading alternative fixed-line telecommunication company in the Moscow Region, which will be formed through a merger with Sistema's other fixed-line telecommunications subsidiaries MTU-Inform and Telmos. MTU Intel, an internet provider, will become a subsidiary of Comstar UTS.

--Sistema will transfer 56% of its shares in MGTS, the incumbent fixed-line telecommunication service provider in Moscow, to Comstar UTS in exchange for new shares in the combined entity.

The first legal steps in this consolidation process have been taken with the change in the legal status of closed joint stock company ZAO Comstar to open joint stock company OAO Comstar UTS and the acquisition of 20% stake in Telmos by Comstar UTS from Sistema.

Additionaly, Sistema's Board of Directors has called an Extraordinary General Meeting of Shareholders on October 21 to seek approval for the transfer of 56% of its shares in MGTS to OAO Comstar UTS in exchange for new shares in the combined entity.
